The Rise of the Lord Protector

Sixteen years after The Ruining, the city of Neverwinter remained a shattered shell of its former glory, ruled by gangs and plagued by monsters from the Chasm. Into this power vacuum stepped Dagult Neverember, the Open Lord of Waterdeep. Claiming to be a descendant of the lost Alagondar bloodline, Neverember arrived with a private army of Mintarn mercenaries and his immense personal wealth to begin the "New Neverwinter" project.

While he successfully stabilized the city, cleared the ruins, and began the long process of sealing the Chasm, his rule was far from benevolent. He declared himself "Lord Protector" and taxed the survivors heavily to repay the debts incurred by his reconstruction efforts. This era marked a shift in Northern politics, as Neverwinter became a city effectively "bought and paid for" by Waterdhavian interests. For your players in 1493 DR, the tension between the "Old Neverwinter" loyalists and Neverember's "New Neverwinter" bureaucracy is a constant, simmering political fire.
